Scholarship Overview — What Is the Türkiye Burslari Scholarship?

The Türkiye Burslari Scholarship 2026 — also known internationally as the Turkey Government Scholarship or Turkish Scholarships — is the Republic of Türkiye's flagship fully funded scholarship programme for international students, administered by the Presidency for Turks Abroad and Related Communities (YTB). Established as a strategic tool to attract talented global students to Turkish higher education, the programme now draws over 125,000 applications annually from 170+ countries, making it one of the most applied-for government scholarships in the world.

What makes Türkiye Burslari fundamentally different from most other government scholarships is that students do not need a prior university admission letter to apply. You apply through the official portal at turkiyeburslari.gov.tr, select up to 12 preferred programmes and universities, and if selected, YTB manages your university placement on your behalf. This student-friendly design removes one of the biggest barriers in international scholarship applications and opens the door to students who might not yet have established contact with a Turkish institution.

The scholarship covers undergraduate (BSc), Master's (MSc), PhD/Doctoral, and Research levels, across a wide range of academic disciplines at 208 Turkish universities — including Istanbul University, Middle East Technical University (METU), Bogaziçi University, Hacettepe University, and Ankara University, among dozens of others. In 2025, approximately 5,000 scholarships were awarded from a pool exceeding 125,000 applications, giving an acceptance rate of just 2–5% — comparable in selectivity to Harvard University's undergraduate admissions.

Beyond the financial package, Türkiye Burslari is designed to build long-term bonds between scholars and Türkiye. All recipients join a global alumni network of over 150,000 former scholars across more than 160 countries, many of whom go on to leadership roles in government, academia, and the private sector. The programme also includes cultural immersion activities, visits to historical sites, and integration events throughout Türkiye — making it an experience as much as a scholarship.

Exact Financial Package — What Does the Türkiye Burslari Scholarship Cover?

Türkiye Burslari is widely considered one of the most comprehensive fully funded government scholarships in the world. Here is every benefit, with exact current figures:

💰

Monthly Stipend

4,500 / 6,500 / 9,000 TL

A direct monthly cash allowance deposited to your Turkish bank account. As of 2026: 4,500 TL for undergraduate students, 6,500 TL for Master's students, and 9,000 TL for PhD scholars. Special tracks (Success Scholarship, Science Scholarship) offer double these amounts. The stipend is paid throughout the TÖMER language year and the full degree period.

🏠

Free Accommodation

On-campus housing provided

All scholars receive a place in KYK government dormitories or university accommodation at no cost. This covers your entire scholarship period, including the TÖMER language year. In practice, housing quality and availability vary by city — Istanbul and Ankara have the tightest supply, while smaller Anatolian cities have more capacity.

🎓

Tuition Fee Waiver

Full tuition covered

Türkiye Burslari covers 100% of tuition fees at your assigned Turkish university, for all programmes including medicine, engineering, and social sciences. There are no hidden programme fees. This applies for the entire duration of your scholarship.

✈️

Round-Trip Airfare

One arrival + one return flight

YTB provides a one-way international flight to Türkiye at the start of your scholarship and a return flight home upon graduation. For students coming from distant countries (sub-Saharan Africa, South/Southeast Asia, Latin America), this is a significant benefit worth €500–€2,000+ depending on origin.

❤️

Health Insurance

Full coverage throughout

Comprehensive health insurance is provided by YTB for the full duration of your scholarship, including the TÖMER year. This covers hospital visits, emergency treatment, and most prescription medications through Türkiye's public healthcare system.

🗣️

TÖMER Language Course

Free one-year Turkish programme

All scholarship holders must complete a mandatory one-year Turkish language preparation course at a TÖMER (Turkish teaching centre) before beginning their degree. The language course, accommodation, and stipend during this year are all fully covered by the scholarship. Students who already have certified C1-level Turkish may be exempt.

🎭

Cultural Activities

Included throughout

YTB organises a rich programme of cultural activities for scholars throughout the year — historical excursions, city tours, Ramadan events, national celebrations, and networking activities between scholars from different countries. This social dimension is considered one of Türkiye Burslari's strongest features by alumni.

🌐

Alumni Network

150,000+ global scholars

Upon graduation, all Türkiye Burslari scholars join a lifelong alumni community spanning 160+ countries. YTB actively maintains this network through events, career support, and ongoing ties with Turkish institutions. Many alumni hold positions in government, academia, and diplomacy.

⚠️ Important: TL stipend and cost of living

The Türkiye Burslari stipend is paid in Turkish Lira (TL), which has experienced significant inflation in recent years. The purchasing power of your stipend will vary over time. In 2026, the monthly stipend covers basic living costs comfortably in smaller Turkish cities, but may feel tight in central Istanbul. Budget carefully: housing is covered, but meals, transportation, personal expenses, and books are your responsibility from the stipend.

Who Can Apply — Türkiye Burslari Eligibility Requirements for International Students

1. Nationality — Which Countries Are Eligible?

The Türkiye Burslari Scholarship is open to citizens of all countries except Türkiye. Turkish citizens and individuals who have lost Turkish citizenship are not eligible, regardless of their current nationality. Dual nationals who hold Turkish citizenship are also excluded.

There is no shortlist of "partner countries" — in principle, any non-Turkish national from any country can apply. In practice, YTB allocates country-specific quotas based on bilateral relations, strategic priorities, and historical application volumes. Countries with strong diplomatic ties to Türkiye, large applicant pools, or ongoing development partnerships (including many African, Central Asian, and Southeast Asian countries) often receive higher quota allocations. Check YTB's official country-specific pages for quota guidance.

2. Age Limits — Maximum Age by Degree Level

  • Undergraduate (BSc): Must be under 21 years old at the time of application deadline (February 20, 2026 for the 2026 cycle).
  • Master's (MSc): Must be under 30 years old at the time of application.
  • PhD/Doctoral: Must be under 35 years old at the time of application.
  • Research Scholarship: Must be under 45 years old.

Age is calculated as of the application deadline. Exceeding the age limit results in automatic disqualification — no exceptions are made.

3. Minimum GPA Requirements

  • Undergraduate: Minimum 70% in secondary school / high school examinations.
  • Master's and PhD: Minimum 75% in your prior degree(s).
  • Medicine, Dentistry, and Pharmacy (all levels): Minimum 90% — significantly stricter than all other fields.

These are minimum thresholds, not targets. Competitive applicants — those who actually receive scholarships — typically have GPAs well above the minimum. With an acceptance rate of 2–5%, meeting the minimum is just the entry ticket.

4. Current Enrollment Status

  • Students currently enrolled at a Turkish university on a self-funded basis can only apply if they are moving to a higher level (e.g. Bachelor's → Master's, Master's → PhD). Re-applying at the same level is not permitted.
  • Students who have previously held a Türkiye Burslari scholarship or any other Turkish government scholarship are not eligible to apply again.
  • Students already funded by another government's scholarship during the same period may not combine that funding with Türkiye Burslari.

5. Language Requirements

There is no Turkish language requirement at the time of application. All scholars complete a mandatory one-year TÖMER language course in Türkiye before starting their degree. For programmes taught in English (available at many universities, particularly for Master's and PhD programmes), an English proficiency certificate such as IELTS or TOEFL may be required by the host university. Check the language of instruction for your chosen programmes before applying.

6. Who Is NOT Eligible for Türkiye Burslari?

  • Turkish citizens or dual nationals holding Turkish citizenship
  • Students who have previously received a Türkiye Burslari or any other Turkish government scholarship
  • Students currently enrolled at a Turkish university at the same academic level (no lateral transfers)
  • Students whose scholarship period would overlap with another active government grant
  • Students applying to distance learning or online programmes — studies must be conducted in-person in Türkiye
  • Applicants who exceed the age limit for their target degree level as of the application deadline

  • Humanitarian Aid Scholarship: For students from countries affected by conflict, natural disasters, or humanitarian crises. Evaluated separately with different criteria — contact YTB directly for current eligibility.

How to Apply for the Türkiye Burslari Scholarship — Step-by-Step Guide for International Students

Unlike most European government scholarships, the Türkiye Burslari application process is entirely direct — you apply yourself through the official portal with no need to secure a university admission letter first. This makes it one of the most accessible fully funded scholarships in the world for international students who haven't yet decided on a university, but it also means the competition is enormous: over 125,000 applicants compete for roughly 5,000 spots each year.

  1. Check your eligibility early (October–December)
Confirm you meet the age limit, GPA minimum, nationality requirement, and current enrollment status before the January portal opening. Use the eligibility checker above. If you are applying for medical, dental, or pharmacy programmes, confirm your GPA meets the 90% threshold. Any disqualifying factor — such as exceeding the age limit by a single day — results in automatic rejection with no appeal.
  2. Research programmes and universities (November–December)
Browse the 208 eligible Turkish universities and identify programmes that match your academic background and career goals. The portal allows up to 12 preferences, so use them strategically: mix highly competitive institutions (METU, Boğaziçi) with mid-tier universities to improve your chances of placement. Note the language of instruction — English-medium programmes are available, particularly at the Master's and PhD level, but Turkish-medium programmes are far more numerous.
  3. Prepare your documents before the portal opens (December–January)
All documents must be uploaded digitally — no hard copies are sent. Prepare everything in advance so you can submit on the first day the portal opens. Last-minute submissions in the final days of February regularly face technical issues due to high traffic volumes.
  4. Create your account and fill in the application form (January 10 – February 20)
Register at turkiyeburslari.gov.tr. Complete every section of the application form carefully: personal information, academic history, language skills, extracurricular activities, and programme preferences. The motivation letter (Letter of Intent) is written directly in the portal — there is a character limit, so prepare and edit your draft externally before pasting it in.
  5. Upload all required documents (January–February)
Upload all documents in the required format (PDF or JPEG, typically). Ensure all academic transcripts and certificates are either in Turkish or English, or accompanied by certified translations. Incomplete applications are automatically disqualified — every field must be filled and every document uploaded.
  6. Submit your application before the deadline (by February 20)
Submit your completed application through the portal by February 20, 2026. The system does not grant extensions for technical issues or personal circumstances. After submission, you will receive a confirmation email. Save your application number — you will need it to track your status.
  7. Application evaluation by YTB (March–May)
YTB's expert evaluation committees review all applications using criteria including academic performance, strength of the motivation letter, extracurricular achievements, country quota considerations, and clarity of career goals. This stage is conducted entirely without your participation — your dossier must speak for itself. Shortlisted candidates receive an email inviting them to an interview.
  8. Scholarship interview (June–July)
Shortlisted candidates are invited to an interview conducted either online (via video call) or in-person at the nearest Turkish Embassy or Consulate in their home country. Interviews are conducted in English or Turkish depending on your programme preference and the interviewer's language. See the interview tips section below for preparation guidance.
  9. Results announcement (July–August)
YTB announces results by email and through the application portal. Successful candidates receive an official scholarship award letter. At this stage, YTB also announces your assigned university and programme — which may differ from your stated preferences based on quota availability and your academic profile.
  10. Pre-departure preparation and visa (August)
After receiving your award letter, apply for a Turkish student visa (Type D) at the nearest Turkish Embassy or Consulate. YTB provides a support letter to accompany your visa application. Also complete pre-departure health checks as required, and prepare to arrive in Türkiye by August–September for TÖMER registration.
  11. Arrival in Türkiye and TÖMER registration (August–September)
Upon arrival, YTB's welcome teams assist with airport transfers, KYK dormitory check-in, Turkish bank account setup, and health insurance registration. Within the first few weeks, you register for your TÖMER Turkish language course — which is mandatory before your degree programme begins, regardless of your field or language of instruction.

How to Ace the Türkiye Burslari Scholarship Interview

The interview is the single most decisive filter in the Türkiye Burslari selection process. Many applicants with strong GPAs and good motivation letters are rejected at interview stage. Here is what the interview assesses and how to prepare:

🎤 What the Türkiye Burslari interview actually evaluates

The interview panel assesses: (1) academic performance and knowledge of your chosen field, (2) clarity and realism of your career goals, (3) motivation for studying in Türkiye specifically — not just "a scholarship," (4) self-confidence and communication ability, and (5) your understanding of Türkiye's culture, history, and your chosen university. Generic answers about wanting "world-class education" fail — specific, genuine answers about why Türkiye and why this programme win.

  • Research Türkiye specifically before the interview. Interviewers consistently ask why the applicant chose Türkiye over other countries. Vague answers are a red flag. Prepare a genuine, specific answer: a particular faculty, research group, the cultural bridge between East and West, Türkiye's emerging role in your career field, or specific academic strengths of your assigned university.
  • Know your field deeply. Be prepared for technical questions about your discipline. Undergraduate applicants may be asked basic subject questions. Master's and PhD applicants should expect in-depth questions about their research interests and why they chose specific programmes.
  • Prepare a clear 5-year career plan. The panel wants to understand what you will do with the scholarship. Be specific: "I plan to return to my country and work in [field] at [type of organisation] — here's why my chosen programme in Türkiye prepares me for that." Vague post-graduation plans weaken your candidacy.
  • Practice your motivation letter out loud. You will almost certainly be asked to explain or expand on points in your Letter of Intent. Know every sentence you wrote and be able to articulate it spontaneously and sincerely under pressure.
  • Show genuine cultural curiosity about Türkiye. Mention specific aspects of Turkish culture, history, or society that interest you. This signals you are a genuine ambassador candidate — someone who will engage with Turkish society and maintain ties after graduation.
  • Be ready for potential English or Turkish language assessment. Some interview panels assess language proficiency informally during the conversation. If your chosen programme is Turkish-medium, a basic Turkish greeting or phrase demonstrates commitment to the language year.

The TÖMER Language Year — What to Expect

One of the most distinctive and frequently misunderstood features of the Türkiye Burslari Scholarship is the mandatory one-year Turkish language preparation course, known as TÖMER (Türkçe Öğretim Merkezi). Before beginning your actual degree programme, all scholars must complete this full-year course — regardless of whether their degree is taught in English.

  • Duration: One full academic year, beginning in October after your September arrival. The course runs for 8–9 months and ends in May or June.
  • Location: TÖMER centres are attached to or affiliated with major Turkish universities. You will be placed at the TÖMER centre associated with your scholarship city — which may differ from your final degree university if you are placed at a smaller institution.
  • Level and content: The course begins at absolute beginner level (unless you already have Turkish proficiency) and aims to reach approximately B2–C1 competency by the end of the year. Classes typically run 5 days a week, 4–6 hours per day.
  • Fully covered: Your stipend, accommodation, and health insurance continue throughout the TÖMER year. There are no additional fees.
  • Exemption: If you hold a certified C1-level Turkish proficiency certificate (e.g. from a YTB-approved TÖMER), you may apply for exemption from the language year and begin your degree directly. Very few international applicants qualify for this exemption.
  • Why it matters: Even if your degree is English-medium, Turkish language proficiency dramatically improves your daily life, social integration, and long-term professional ties with Türkiye. Alumni consistently report that the TÖMER year is one of the most valuable parts of the entire scholarship experience — for the friendships formed with scholars from 100+ countries, as much as for the language itself.

Tips for Winning the Türkiye Burslari Scholarship

🎯 The honest truth about the Türkiye Burslari application

With 125,000+ applicants and a 2–5% acceptance rate, Türkiye Burslari is brutally competitive. The biggest filters aren't the GPA minimum or document requirements — they're the motivation letter and the interview. Many applicants with 85%+ GPAs are rejected because their Letter of Intent reads as generic ("I want to study in Türkiye because it has excellent universities") or their interview answers are vague about career goals. The scholars who win tell a coherent, specific story: strong academic foundation → clear field of expertise → concrete career plan → why Türkiye specifically → why this university and programme. Start crafting that story months before January.

  • Submit on the first day the portal opens — not the last day. The portal regularly experiences outages, upload failures, and submission errors in the final 3–5 days of February due to extreme traffic. If you submit early and something goes wrong, you have time to fix it. Last-day submissions that fail have no recourse.
  • List all 12 programme preferences — don't leave slots empty. YTB's placement committee assigns you based on your academic profile and available quotas. Leaving preferences blank narrows your chances of placement. Mix highly competitive institutions with more accessible universities to maximise your probability of being assigned somewhere you want to go.
  • Your Letter of Intent is the most important document in the application. Write it to answer four questions explicitly: What is your academic background? What do you want to study and why this specific field? What are your career goals after graduation? Why Türkiye, and why this specific university/programme? Use our SOP Outliner to build a structured draft. Keep it within the character limit — every word must earn its place.
  • Get strong recommendation letters that speak to your potential, not just your grades. A letter from a professor who knows your research thinking and can speak to your intellectual curiosity is worth far more than a generic "this student got A grades" letter from a course coordinator.
  • For PhD applicants: contact potential Turkish supervisors before applying. While not officially required, having a documented expression of interest from a faculty member at one of your listed universities strengthens your placement profile and may influence the committee's decision.
  • Be honest and specific about your career goals. YTB is looking to fund future leaders who will maintain long-term ties with Türkiye. If you plan to return to your country and build a career there, say so and explain the connection to your Turkish education. Vague answers about "contributing to global development" are the most common reason for interview failure.
  • Run parallel applications to other government scholarships. The Stipendium Hungaricum, MAECI Scholarship (Italy), and Holland Scholarship all have overlapping timelines and are excellent backup options. Don't put all your eggs in the Türkiye Burslari basket given the 2–5% acceptance rate.
  • Beware of scams. The Türkiye Burslari application is 100% free. Any individual, agency, or website claiming they can process your application, improve your chances, or guarantee a scholarship in exchange for payment is a scam. Only apply through turkiyeburslari.gov.tr directly.

Frequently Asked Questions About the Türkiye Burslari Scholarship

Do I need a university admission letter to apply for Türkiye Burslari?
No. This is one of Türkiye Burslari's most distinctive features — you do not need a prior admission letter. You apply directly through the official portal, list up to 12 university and programme preferences, and if selected, YTB handles your university placement. This makes it one of the most accessible fully funded scholarships for international students who haven't yet made contact with a Turkish institution.
What is the monthly stipend for Türkiye Burslari 2026?
The monthly stipend is 4,500 TL for undergraduate students, 6,500 TL for Master's students, and 9,000 TL for PhD scholars. Special tracks — including the Success Scholarship and Science Scholarship — offer double the standard stipend. These amounts are paid in Turkish Lira throughout your TÖMER year and your full degree period.
Is the Türkiye Burslari Scholarship truly fully funded?
Yes. The scholarship covers full tuition fees, free on-campus accommodation (KYK dormitories), a monthly stipend in Turkish Lira, round-trip international airfare (one arrival + one graduation return flight), comprehensive health insurance, and the mandatory one-year TÖMER Turkish language course — all at no cost to the scholar.
Can I apply for Türkiye Burslari at the undergraduate level?
Yes. Türkiye Burslari covers undergraduate (BSc) programmes. Undergraduate applicants must be under 21 years of age and have achieved a minimum of 70% in their secondary school examinations (90% for medicine, dentistry, and pharmacy). The scholarship includes the TÖMER language year before the 4-year degree programme begins.
How do I find out my country's quota for Türkiye Burslari?
YTB does not publicly publish a detailed country-by-country quota list. The allocation depends on bilateral relations, the number of applications received, and YTB's strategic priorities for that year. For country-specific information, contact your nearest Turkish Embassy or Consulate, or YTB's country representative office.
Can I choose which city in Türkiye I study in?
You can express preferences for up to 12 university-programme combinations, which implicitly indicates preferred cities. However, final placement is handled by YTB's committee and is not guaranteed to match your preferences. Some scholars are placed in smaller Anatolian cities they did not list. Being open to placements beyond Istanbul and Ankara significantly increases your odds of being assigned a scholarship.
Is there an age waiver or exception for the Türkiye Burslari age limits?
No. Age limits are strictly enforced with no exceptions. If you exceed the maximum age for your target degree level as of the application deadline (February 20), your application is automatically disqualified. There is no appeal process for age-limit disqualifications.
Do I need to speak Turkish before applying for Türkiye Burslari?
No. Turkish language proficiency is not required at the time of application. All scholars attend a mandatory one-year TÖMER Turkish language course in Türkiye before beginning their degree. Only applicants with a pre-existing certified C1 Turkish proficiency certificate may apply for exemption from the TÖMER year.
What happens if I am not placed at any of my 12 preferred universities?
YTB reserves the right to place you at any eligible Turkish university based on quota availability and your academic profile. If you are placed at a university not on your list, you have the option to accept the placement or, in some cases, decline and lose the scholarship offer. Scholarship holders who accept placement are expected to enrol and cannot negotiate their assigned institution after the fact.
Can I transfer to a different university after receiving the Türkiye Burslari Scholarship?
Generally, transfers between universities while on the scholarship are not permitted without explicit YTB approval. If you have serious academic or personal reasons for a transfer, you must submit a formal request to YTB. Transfers are considered exceptional cases and are not routinely granted.
Is the Türkiye Burslari Scholarship renewable?
The scholarship is awarded for the standard duration of your degree programme (4 years for BSc, 2 years for MSc, 4 years for PhD — including the TÖMER year). It is not a one-year renewable grant. However, continued receipt of the scholarship is conditional on satisfactory academic progress — failing courses or not meeting attendance requirements can result in suspension.
Can I work part-time while on the Türkiye Burslari Scholarship?
Turkish student visa regulations generally permit international students to work part-time (up to 24 hours per week) after the first year of enrolment. However, YTB's scholarship terms may impose additional restrictions. Check the specific terms in your scholarship agreement and consult YTB if you plan to work alongside your studies.
