How This Scholarship Eligibility Checker Works

Our database tracks the published eligibility criteria for more than 291 scholarships across 17 countries — who can apply, what grades or age they expect, and what you get if you qualify. Select a country and scholarship to see the exact wording, not a generic checklist.

Every eligibility entry on this page is compiled from each scholarship's own official published requirements — nationality lists, age cutoffs, minimum grades, English tests and more — covering 291 scholarships across 17 countries. Instead of reading dozens of separate government and university pages to figure out who can apply, this tool puts each program's exact eligibility criteria in one place so you don't waste time on an application you were never eligible for.

Methodology & sources: each entry is compiled directly from the scholarship's official website or government portal, cross-checked at the time of writing, and reviewed periodically for changes. Editor: Istiak Bin Razzak Abid. Last reviewed: July 2026. Nationality lists, age limits and grade thresholds shift year to year, so always confirm current eligibility on the official page linked from every result above before you invest time in an application.

Scholarship Eligibility Criteria: The Universal Checklist

Before you dig into a single scholarship's fine print, most eligibility rules boil down to a handful of recurring factors. Here's what reviewers actually screen for, matched against the real criteria across every scholarship in our database.

Nationality & Citizenship

The single biggest gate — about half of scholarships name specific eligible countries or regions outright.

Age Limits

A minority requirement overall, but a hard cutoff wherever it does apply — no exceptions once you're over.

Minimum Grade / GPA

A UK 2:1, a GPA threshold, an ATAR-equivalent, or simply "good academic standing" — the bar varies enormously.

Prior Degree & Level Match

You need the right qualification for the level you're applying to — a Bachelor's for Master's entry, a Master's (or equivalent research output) for most PhD funding.

Language Proficiency

IELTS/TOEFL for English-taught programs, or a local-language certificate — often waived for prior study in that language.

Work / Professional Experience

Rare outside mid-career and leadership programs, but non-negotiable where it's required — often measured in hours or years.

Financial Need vs Merit

Need-based awards ask you to prove you can't otherwise afford to study; merit awards judge grades and achievements only.

Residency & Prior-Study History

Some programs exclude you if you already live in, or have previously studied in, the host country — check both directions.

Return-Home / Service Commitments

Government scholarships like Chevening ask you to commit to returning home for a set period after you finish.

Supervisor & Research Fit (PhD)

Many PhD scholarships expect a proposal that matches the host department's capacity — sometimes a supervisor's written agreement before you can apply.

Criterion-by-Criterion Deep Dive

Here's what each eligibility factor actually looks like in practice, with real examples pulled from scholarships in our database.

Nationality & Citizenship Restrictions

Around 49% of scholarships in our database explicitly restrict eligibility by nationality or citizenship. This shows up in a few different shapes: a defined list of eligible countries (Chevening publishes its own list of "Chevening-eligible" countries and excludes UK/dual-UK citizens), a broader regional bloc (Commonwealth Scholarships require citizenship of a Commonwealth member state; VLIR-UOS ICP Connect restricts to ~29-30 countries across Africa, Asia and Latin America), or simply "non-[host country] citizen" for government scholarships like the Chinese Government Scholarship. A meaningful share of programs go the other way and are explicitly open to citizens or residents of any country — usually competitive university-funded merit awards rather than government development scholarships. Dual citizenship can complicate things: several programs (like MAECI in Italy) only let you apply once, through one nationality, even if you hold two passports, and Chevening treats British Overseas Territory citizens and Hong Kong BN(O) holders as separate special cases rather than blanket exclusions.

Age Limits: Who Actually Sets One?

Only around 12% of scholarships in our database state an explicit age limit — most applicants overestimate how common this is. Where it does appear, it's usually tiered by degree level. The Chinese Government Scholarship sets separate caps: under 25 for undergraduate, under 35 for Master's, under 40 for Doctoral, under 45 for General Scholar, and under 50 for Senior Scholar applicants. Belgium's VLIR-UOS ICP Connect caps eligibility at 35 for Bachelor's/initial Master's and 45 for advanced Master's programs. The Rhodes Scholarship generally expects applicants to be 18-24 or 18-25 as of a set date, though this varies by constituency. On the other end, big-name awards like the Queen Elizabeth Commonwealth Scholarships explicitly state "no upper age limit," and the Knight-Hennessy Scholars program at Stanford is open to any age with no restriction at all. If a program doesn't mention age, assume there isn't a limit — but always verify on the official page, since age cutoffs are usually calculated against a specific date (often the intake start date), not the application deadline.

Minimum Grades & Degree Classification

About 20% of scholarships in our database name a specific grade threshold or degree classification. The exact benchmark depends heavily on the education system behind the scholarship. UK-linked awards (Chevening, the Commonwealth Scholarships, several university schemes) almost always reference a UK 2:1 (upper-second-class) honours degree or equivalent as the baseline, with more competitive schemes like Oxford's President's PhD-track awards or Lancaster's postgraduate-taught scholarship expecting first-class or distinction-level work. Australian university scholarships translate this into local terms — a GPA out of 7 (e.g. 5.5/7 or 6.8/7), a Weighted Average Mark (WAM), or an ATAR-equivalent score for undergraduate entry. A few US-based awards publish an actual number: the Marshall Scholarship expects a cumulative undergraduate GPA of at least 3.7. Government scholarships from Hungary and China, by contrast, tend to avoid a fixed number altogether, leaving the academic bar to be set by your own government's nominating process or the host university's own admission standard — which is exactly why Stipendium Hungaricum's eligibility text tells you to check your own country's specific requirements rather than a single published GPA.

Prior Qualification & Degree-Level Match

Every scholarship is tied to a specific degree level, and mismatching this is one of the fastest ways to get auto-rejected. Bachelor's-level scholarships check secondary-school qualifications; Master's-level scholarships require a completed (or nearly completed) Bachelor's degree, sometimes in a related field; PhD-level scholarships almost always require a Master's degree or an outstanding research-intensive Bachelor's for direct-entry programs, plus evidence you can undertake independent research. Some scholarships add extra conditions on top of the level itself — the DAAD Study Scholarship, for example, requires your Bachelor's to have been obtained no more than 6 years before the application deadline, which rules out applicants who graduated long ago even if they otherwise qualify academically. Always check whether "equivalent" qualifications are accepted, since a diploma, foundation year, or professional certification doesn't automatically count as a Bachelor's-equivalent everywhere.

Language Proficiency Requirements

Roughly 5% of scholarships in our database name a specific English test score as a standalone eligibility line — though many more fold language proficiency into the general university admission requirement rather than the scholarship criteria itself, so the true share affected is higher. IELTS, TOEFL, Duolingo and PTE Academic are the most commonly accepted tests, and most programs waive the requirement if your prior education was conducted entirely in English or the host-country language. Programs taught in a local language — Hungarian, Italian, or German-medium courses — instead expect a language certificate at B1/B2 level, or offer a foundation/preparatory year to reach that level before the main program starts. If your target scholarship doesn't list a language requirement explicitly, check the university admission page for the actual program, since that's usually where the real threshold lives.

Work & Professional Experience

Only about 4% of scholarships in our database set a minimum work-experience requirement, and it's heavily concentrated in mid-career and leadership-focused programs. Chevening is the clearest example: it requires at least 2,800 hours of work experience (roughly two years full-time) gained after your undergraduate degree, and it explicitly allows you to combine part-time, voluntary and internship hours across up to 15 employers to reach that total. The Hubert H. Humphrey Fellowship and Rotary Peace Fellowships similarly target early-to-mid-career professionals rather than fresh graduates. Outside these professional-development programs, the large majority of Bachelor's and Master's scholarships have no work-experience requirement at all — don't assume you need a CV full of jobs to qualify.

Financial Need vs Merit-Based Eligibility

About 5% of scholarships in our database explicitly ask you to demonstrate financial need as part of eligibility, usually through household income documentation, proof you're ineligible for government student finance in your home country, or a signed declaration of hardship. The Commonwealth Scholarships (CSC) and several university access scholarships (like the University of Melbourne's Coursework Access Scholarships) fall into this category. The much larger share of scholarships in our database are merit-based — eligibility is judged purely on academic achievement, leadership, or research potential, with no requirement to prove you can't otherwise afford to study. A handful of programs blend both, weighing financial need alongside academic merit once the baseline eligibility bar is cleared.

Residency & Prior-Study History

A number of scholarships restrict eligibility based on where you currently live or where you've studied before — in both directions. Some, like several Australia Awards streams, require you to be a citizen of and currently reside in an eligible country, and exclude anyone who already holds or is entitled to permanent residence in the host country. Others exclude you if you've already spent time in the host country: the DAAD Study Scholarship disqualifies applicants who have been resident in Germany for more than 15 months by the application deadline, and several Chinese and Dutch programs (like Maastricht's High Potential Scholarship) exclude anyone who has previously undertaken a degree-seeking program in that country. This category also covers "no repeat awards" rules — MAECI, for instance, blocks anyone who held a MAECI research scholarship in the previous 5 academic years.

Return-Home & Service Commitments

Government-funded scholarships aimed at development impact often expect something in return once you finish studying. Chevening requires scholars to commit to returning to their home country for at least 2 years after the scholarship ends. Australia Awards similarly requires a signed commitment to leave Australia for at least two years post-study before you can apply for a return visa. These commitments are a genuine eligibility condition, not just fine print — you're expected to sign a formal agreement before the scholarship is confirmed, and breaking it can affect future visa or scholarship eligibility. University-funded merit scholarships rarely include this kind of condition, since they're not tied to a national development mandate.

Supervisor Confirmation & Research Fit (PhD-Level)

At PhD level, eligibility often extends beyond your own qualifications to whether the host institution can actually supervise your proposed project. Several UK and Australian research scholarships require you to secure informal agreement from a potential supervisor, or submit a research proposal ranking up to three preferred universities and supervisors in order of preference, before your application can be considered complete. Some — like a few DAAD and Commonwealth PhD Scholarship schemes — go further and require a written supporting statement from a named supervisor confirming they're willing to take you on. If a proposed research topic doesn't align with any current faculty member's expertise, you may be ineligible in practice even if you meet every stated academic criterion, so it's worth reaching out to a potential supervisor before you invest time in a full application.

Eligibility by Degree Level

What counts as "eligible" shifts a lot as you move up in degree level. Here's how the criteria change at each stage, based on the 291 scholarships in our database.

Bachelor's Scholarship Eligibility

49 scholarships in our database are open at Bachelor's level. Eligibility here usually rests on secondary-school grades or an equivalent examination result (ATAR, A-Levels, IB, high school GPA), age (occasionally, especially for Chinese government scholarships), nationality, and language proficiency. Work experience and research proposals are essentially never required at this level, since applicants haven't built an academic history yet.

Master's Scholarship Eligibility

80 scholarships in our database are open at Master's level. This is where a specific undergraduate grade or classification (a UK 2:1, a GPA threshold) becomes the norm, alongside proof you hold a relevant Bachelor's degree. A smaller share add work-experience or leadership criteria, particularly professional and mid-career-focused Master's programs like Chevening.

PhD Scholarship Eligibility

139 scholarships in our database — the largest single group — are open at PhD level. Expect the strictest checks: a relevant Master's degree (or an outstanding research-intensive Bachelor's for direct-entry routes), first-class or distinction-level prior grades, a research proposal that genuinely fits the host department, and sometimes written confirmation from a proposed supervisor before you can even submit.

A further 12 programs in our database are non-degree — short courses, fellowships, and postdoctoral awards — which apply their own separate eligibility logic (usually tied to career stage or professional role rather than a degree in progress).

Eligibility Requirements by Country

Who can apply, and on what terms, varies more by country than almost any other factor. Here's what stands out in each of our most-searched destinations.

🇬🇧 Eligibility for UK Scholarships

With 83 scholarships, the UK is our largest category, and eligibility here is dominated by academic grade thresholds rather than age or nationality limits — most UK awards have no upper age limit at all. The recurring benchmark is a UK 2:1 (upper-second-class) honours degree or equivalent, referenced by Chevening, every Commonwealth Scholarships stream, and most university-specific awards. Government-funded programs like Chevening and the Commonwealth Scholarships add nationality restrictions (Chevening-eligible countries; Commonwealth member states) plus, for Chevening specifically, a minimum 2,800 hours of work experience and a 2-year return-home commitment. University-funded merit scholarships (Global Excellence, Vice-Chancellor's awards, and similar) are typically open to any nationality and judge eligibility on academic merit and, sometimes, financial need alone.

🇦🇺 Eligibility for Australian Scholarships

Australia's 71 scholarships split cleanly into two eligibility patterns. Australia Awards and related government streams require citizenship of and residence in a specific partner country, exclude anyone who holds or is entitled to Australian permanent residence, and — for the main Australia Awards Scholarships — require a signed commitment to leave Australia for at least two years after finishing. University-funded scholarships (at ANU, Monash, UNSW, Melbourne and others) instead set academic thresholds specific to the Australian system: a GPA out of 7, a Weighted Average Mark (WAM), or an ATAR-equivalent for undergraduate entry, with no nationality restriction beyond being an international (non-domestic) student.

🇨🇳 Eligibility for Chinese Government Scholarships

China's 64 scholarships, led by the Chinese Government Scholarship (CSC) and its many provincial and university-level variants, are the most age-structured of any country in our database. Eligibility is tiered by degree level: generally under 25 for undergraduate, under 35 for Master's, under 40 for Doctoral, under 45 for General Scholar, and under 50 for Senior Scholar applicants — exact caps vary slightly by province and host institution. All streams require non-Chinese citizenship, good physical and mental health, and — from the 2026/2027 cycle — undergraduate applicants must additionally sit the China Scholastic Competency Assessment (CSCA) before the deadline.

🇺🇸 Eligibility for US Scholarships

Our 18 US entries again split by funding source. Centrally run programs — the Fulbright Foreign Student Program, the Hubert H. Humphrey Fellowship, Rotary Peace Fellowships — require non-US citizenship and citizenship of a country with an active program, and often set eligibility criteria locally per country through a Fulbright Commission or embassy. University-run merit awards (Marshall, Knight-Hennessy, Karsh International, and similar) are typically open to a wide range of nationalities and judge eligibility primarily on academic record — the Marshall Scholarship, for instance, is one of the few programs in our database with a published minimum GPA (3.7+), while Knight-Hennessy explicitly states there's no restriction by age, prior university, or field of study.

🇮🇹 Eligibility for Italian Scholarships

Italy's 8 scholarships, led by the MAECI Italian Government Scholarship, keep eligibility relatively light on paper: foreign citizens not resident in Italy (or Italian citizens living abroad, applying through their country of residence), an academic qualification appropriate to the level applied for, and — depending on the course — a B2-level Italian or English language certificate. MAECI adds two distinctive conditions: you can only apply once per cycle even with dual nationality, and you're excluded if you held a MAECI research scholarship within the previous 5 academic years.

🇩🇪 Eligibility for German Scholarships

Germany's 8 scholarships are mostly DAAD programs, which apply a fairly consistent eligibility formula: above-average academic performance, a Bachelor's degree obtained within a defined recency window (commonly 6 years for Master's-level study scholarships), a cap on how long you may have already lived in Germany before applying (often 15 months), and language proficiency matched to the teaching language of your chosen program. Unlike Chevening or Australia Awards, DAAD's core scholarships are generally open to applicants of any nationality rather than a restricted country list.

Common Mistakes When Checking Scholarship Eligibility

Most eligibility rejections aren't about weak profiles — they're about applicants misreading, skipping, or assuming a criterion that was written differently than they expected. Here's what trips people up most often.

1

Assuming "open internationally" means open to everyone

Many programs marketed broadly still exclude specific nationalities, dual citizens, or residents of the host country — read the actual eligible-countries list, not just the headline.

2

Miscalculating an age cutoff

Age limits are usually measured against a specific future date (like the intake start date), not today or the application deadline — check exactly which date the scholarship uses.

3

Converting your grade incorrectly

A 2:1, a 3.7 GPA, and an 85% average aren't automatically interchangeable — use your university's official conversion table or the scholarship's own equivalence guidance, not a rough guess.

4

Ignoring prior-study or residency exclusions

Some scholarships quietly disqualify you if you've already lived in or studied in the host country beyond a set threshold — a rule easy to miss if you only skim for nationality.

5

Not checking degree-level fit before applying

Applying to a Master's scholarship with only a partial Bachelor's, or to a PhD scholarship without a research proposal that fits the department, wastes an application slot you could use elsewhere.

6

Overlooking return-home or service commitments

A 2-year return-home requirement can affect long-term career or immigration plans — factor it in before you apply, not after you're offered the award.

Frequently Asked Questions

How do I know if I'm eligible for a scholarship?
Eligibility usually comes down to five things: your nationality (many scholarships are restricted to citizens of specific countries), the degree level you're applying for, your prior academic grades, your age (a minority of scholarships set a cutoff), and sometimes English or local-language proficiency. Pick a country and scholarship in the checker above to see the exact published criteria for that program rather than a generic checklist.
What are the most common scholarship eligibility requirements?
Across the 291 scholarships in our database, the most frequent eligibility conditions are: holding citizenship of an eligible country (about half of programs name specific eligible nationalities), meeting a minimum grade or degree classification, holding (or being on track for) the correct prior qualification for the degree level applied to, and — for a smaller share of programs — an age cutoff, English test score, or minimum work experience.
Do all scholarships have an age limit?
No. Only around 1 in 8 scholarships in our database states an explicit age limit. It's most common in Chinese government scholarships (which set different age caps for undergraduate, master's, doctoral and senior-scholar applicants), some EU-funded programs, and a handful of merit awards for early-career researchers. Most UK, US and Australian scholarships have no upper age limit at all.
Can I apply for a scholarship if I already hold a similar degree?
It depends on the program. Some scholarships (like several Chinese government and DAAD awards) explicitly say you can't have studied in the host country before, or can't reapply for the same scholarship you already held. Others don't restrict this at all. Always check the specific scholarship's eligibility text rather than assuming — our checker shows the exact wording for each program.
What GPA or grade do I need to be eligible for a scholarship?
There's no universal number. UK scholarships frequently reference a 2:1 (upper-second-class) undergraduate degree or equivalent; Australian university scholarships often use a GPA out of 7, a WAM, or an ATAR-equivalent threshold; US programs like the Marshall Scholarship publish an actual GPA floor (3.7+). Government scholarships in Hungary and China more often say "good academic standing" without a fixed number, leaving assessment to the nominating body or host university.
Are scholarships only for citizens of poor or developing countries?
No. While many need-based and government-development scholarships (Commonwealth Scholarships, Australia Awards, Chevening) are restricted to specific ODA-eligible or developing countries, a large share of scholarships in our database — especially university merit awards in the UK, Australia and the US — are open to applicants of any nationality, or restrict only citizens/residents of the host country.
Is a scholarship eligibility checklist the same as a documents checklist?
No. Eligibility requirements are the conditions you need to meet before you even apply — nationality, age, degree level, grades, sometimes work experience. Documents are the paperwork you submit to prove you meet them, and to support your application more broadly — transcripts, references, a statement of purpose. This tool focuses on eligibility; our Scholarship Documents Checklist is built specifically for the paperwork question.
Can I apply for a scholarship without work experience?
Yes, in most cases. Only a small share of scholarships in our database — around 1 in 25 — set a minimum work-experience requirement, and it's concentrated in mid-career and professional-development programs like Chevening (2,800+ hours), the Hubert H. Humphrey Fellowship, and Rotary Peace Fellowships. Most Bachelor's and many Master's scholarships have no work-experience requirement at all.
What is a nationality-restricted scholarship?
A nationality-restricted scholarship only accepts applicants who hold citizenship (and sometimes residency) of specific countries — for example, Chevening is only open to citizens of Chevening-eligible countries, and Commonwealth Scholarships are restricted to Commonwealth member states. Roughly half the scholarships in our database name specific eligible nationalities; the rest are open more broadly or restrict eligibility by other means, like current residence or prior study history.
Do I need to already have a university offer to be eligible for a scholarship?
Sometimes. A number of UK scholarships (Chevening, several university-specific awards) require an unconditional or conditional offer from an eligible course before you can be shortlisted or before your scholarship award is confirmed. Other programs, particularly government scholarships like Stipendium Hungaricum and the Chinese Government Scholarship, let you apply for the scholarship and the university place at the same time, or even before you've secured a place.
Can I be eligible for more than one scholarship at the same time?
Generally yes, you can apply to multiple scholarships in parallel, but many programs restrict combining scholarships once you've been awarded one, or require you to disclose other funding you're applying for or have received. Some also state you can't have held the same scholarship, or a similar government scholarship, in a set number of previous years. Check each specific scholarship's rules on concurrent or prior awards.
How accurate and up to date is this eligibility information?
Every eligibility summary is built from each scholarship's own published criteria and reviewed periodically, but eligibility rules — especially nationality lists, age limits and grade thresholds — do change between cycles. Always confirm current eligibility on the official scholarship website, linked from every result above, before you invest time in an application.
Do scholarships check eligibility before or after I apply?
Both. Most scholarship portals ask basic eligibility questions (nationality, degree level, age) upfront, sometimes through a short pre-screening form, and will simply not let you submit if you don't qualify. But some criteria — like verifying your degree classification, checking reference letters, or confirming work experience — are only properly checked once your full application and documents are reviewed, which is why meeting the stated criteria doesn't guarantee an interview or an award.
What happens if I'm not eligible for a scholarship?
If you don't meet a hard eligibility requirement (like nationality or degree level), applying is usually a waste of time since most portals will reject the application automatically or during the first screening round. It's often worth checking whether a similar scholarship exists with different criteria — use the country and degree-level filters in the checker above to compare alternatives, or try our Uni Finder tool for tuition-free university options that don't require a separate scholarship.
Are scholarship eligibility requirements different for Bachelor's, Master's and PhD applicants?
Yes, quite significantly. Bachelor's-level scholarships mostly check school-leaving qualifications, age (occasionally), and language proficiency. Master's-level awards more often add a minimum undergraduate grade and sometimes work experience. PhD-level scholarships typically require a relevant Master's (or an outstanding Bachelor's for direct-entry programs), a research proposal that fits the host institution's supervision capacity, and — for some schemes — written confirmation from a supervisor before you can even submit an application.
