Scholarship Overview
The Émile Boutmy Scholarship is Sciences Po's premier merit-based award for exceptional international students from outside the European Union. Named after Émile Boutmy, the political scientist who founded Sciences Po (the Paris Institute of Political Studies) in 1872, the scholarship was created with a clear purpose: to attract the world's most talented students to Paris and ensure that financial barriers do not prevent the best minds from studying at one of Europe's most prestigious institutions.
Sciences Po occupies a unique place in global higher education. It is ranked #2 in the world for Politics & International Studies by QS Subject Rankings (consistently placing directly behind Harvard), and has produced an extraordinary alumni body — including five French Presidents (Emmanuel Macron, François Hollande, Nicolas Sarkozy, Jacques Chirac, and Georges Pompidou), 13 French Prime Ministers, 12 foreign heads of state, and the leaders of many of France's largest companies.
The Boutmy Scholarship fund is supported by private sponsors — including Chalhoub Group, Fondation Geneviève McMillan-Reba Stewart, L'Oréal, and Michel David-Weill — who are committed to enabling deserving non-EU students to access this world-class education. Unlike many government scholarship programmes, the Boutmy Scholarship is administered entirely by Sciences Po's own Admissions Department, and applications are made directly through your Sciences Po programme application — there is no separate portal or bilateral nomination process.

Exact Financial Package — What You Receive
The Émile Boutmy Scholarship is a tuition fee exemption, not a monthly living stipend. This is an important distinction: Sciences Po's tuition fees for non-EU students are significant, so the Boutmy award represents a substantial financial saving even though it does not directly cover rent or food. Here is the exact breakdown:
Bachelor's — Full Exemption
100% Tuition Waiver
Full exemption from Sciences Po's undergraduate tuition fees (up to €14,900/year for the 2026-27 academic year) for all three years of the Bachelor's programme. The scholarship is automatically maintained during your compulsory third-year exchange abroad at one of Sciences Po's 400 partner universities globally.
Bachelor's — Partial Exemption
€9,500/year Waiver
Some students receive a partial tuition exemption of €9,500 per year rather than a full waiver. Which form you receive is determined by the scholarship jury based on merit and financial need. The amount is fixed upon admission and adjusted for subsequent years only if Sciences Po raises its tuition fees.
Master's — Tuition Exemption
€18,500/year × 2 years
The Boutmy scholarship at Master's level provides an €18,500 tuition exemption per year, applied across both years of the two-year programme. This means a total scholarship value of up to €37,000 over your full Master's degree — an extremely significant award given Sciences Po's Master's-level tuition of up to €20,640/year for non-EU students.
Automatic Renewal (Bachelor's→Master's)
No Reapplication Needed
If you receive the Boutmy scholarship as a Bachelor's student and choose to continue to a Master's at Sciences Po, your scholarship is automatically extended to Master's level. You do not need to reapply. This continuity makes the Boutmy award a powerful long-term support structure for your full 5-year Sciences Po journey.
What Is NOT Covered
No Living Stipend
The Boutmy scholarship does not include a monthly living stipend, accommodation support, health insurance contributions, or flight reimbursements. You will need to budget separately for life in Paris — typically €900–€1,400/month depending on accommodation type. Sciences Po does provide housing referrals and some student welfare support.
Combinability
Can Combine with External Awards
The Boutmy scholarship can be combined with external funding such as the Eiffel Excellence Scholarship, AEFE scholarships, and French government bilateral scholarships. It cannot be combined with other Sciences Po-administered awards (Mastercard, CARE, Fondation de France, etc.).
⚠️ Paris living costs — plan carefully
Paris is one of Europe's most expensive cities. A typical student budget runs €950–€1,400/month (rent €500–€900 + food, transport, and personal expenses). The Boutmy scholarship eliminates tuition costs but does not cover living expenses. Many Boutmy scholars supplement with part-time work (permitted under French student visa up to 20 hours/week during term time) or apply for the Eiffel Excellence Scholarship (which provides a monthly stipend and can be combined with Boutmy).
Who Can Apply — Eligibility Requirements
Core Eligibility Criteria (All Four Must Be Met)
- First-time applicant to Sciences Po. You must never have previously been enrolled at Sciences Po as a degree-seeking student. Exchange students who studied at Sciences Po may apply. Former students who completed a degree cannot apply again.
- Non-European Union citizen. You must be a citizen of a country outside the European Union. Swiss and Norwegian citizens are also ineligible (they qualify for CROUS scholarships instead). If you hold dual citizenship and one of those citizenships is from an EU member state, you are ineligible.
- Household does not file taxes within the European Union. This refers to your parents' (or guardian's) tax residence, not your own. Even if you currently live in an EU country, what matters is where your family declares their taxes. If your parents file taxes anywhere in the EU, you are ineligible. Exceptions may be made for students who can demonstrate financial independence.
- Admitted to an eligible Sciences Po programme. The scholarship is only available to students who have already applied for and been accepted to an eligible Bachelor's or Master's programme. The scholarship application is embedded within your programme application — you cannot apply for the scholarship alone.
Who Is NOT Eligible (Important Exclusions)

- ✗Swiss and Norwegian applicants (may be eligible for CROUS scholarships instead)
- ✗Dual nationals where one citizenship is from an EU member state
- ✗Quebec applicants for Master's programmes (benefit from European-level sliding-scale tuition)
- ✗Master's dual-degree candidates, EXCEPT for the Sciences Po/Columbia (Journalism), Sciences Po/Fudan (Europe-Asia in Global Affairs, Chinese nationals only), and Sciences Po/Peking University (Chinese nationals only) programmes
- ✗Students applying for the Joint Master's in Journalism and International Affairs or the Master's in Journalism
- ✗PhD programme (doctoral thesis) students
- ✗One-year Master's programme students
- ✗Bachelor's dual-degree candidates (unless under a specific agreement)
- ✗Exchange students (non-degree students)
- ✗Applicants using the French graduate Parcoursup admission procedure (apply separately via a contact form)
- ✗Students already enrolled at Sciences Po who did not apply at time of admission
Language Requirements
Sciences Po programmes are taught in English, French, or both. The language requirement depends on the specific programme you are applying for:
- English-taught programmes: TOEFL iBT ≥100 or IELTS 7.0 (or equivalent). Many programmes also accept Duolingo English Test scores — check programme-specific requirements.
- French-taught or bilingual programmes: DELF/DALF B2 or higher in French is commonly required, in addition to English proficiency.
- Language test results must be submitted by your Boutmy scholarship application deadline. Expired test scores (typically over 2 years old) may not be accepted.

If you are applying to a dual degree at Master's level, the Boutmy scholarship generally does NOT apply — with three specific exceptions: the Sciences Po/Columbia dual degree in Journalism, and the Sciences Po/Fudan and Sciences Po/Peking University programmes (Chinese nationals only). All other dual degree applicants should seek alternative funding sources.
